Add model card and pipeline tag

This PR adds a model card for Pi-Seg, documenting the model, its key features, and linking it to the paper Towards Realistic Open-Vocabulary Remote Sensing Segmentation: Benchmark and Baseline and its official GitHub repository.
It also adds the image-segmentation pipeline tag to the metadata so that the model can be easily discovered on the Hub.
